20cm is the more controllable of the two sizes. Less blade out front means the weight sits closer to your hand, so you can place a cut accurately and work through joints, poultry and smaller bone without the head running away from you.

If you are buying your first cleaver, the 20cm is the easier one to learn on. Weight does the work in a cleaver, and a shorter blade puts less of that weight where it can get away from you.
How to use it
A cleaver is not a knife and it is not an axe. Let the weight of the head do the cutting rather than driving it with your shoulder, keep the cut square to the bone, and go through in one committed stroke instead of several half ones. Glancing strokes are where accidents happen.
Care
Wash and dry it straight after use. Store it where the edge cannot knock against other steel. A cleaver edge is thicker than a boning knife and does not want the same fine hone, so touch it up on a stone rather than trying to bring it to a razor edge.
